Questions about making a street legal exhaust system

Ok... so, after some research, I'm really confused because it seems like you can't install headers on a 96 5SFE without drilling a hole in them for the second O2 sensor and replacing/removing the cat. Wouldn't any mods to the cat end up with the car not being street legal? All I want is better flow... I don't want to remove the cat or anything... what can I do? Also, it seems like all the magnaflow mufflers need at least a 2.25 inlet... so I'd have to change the piping after the cat, right? Thanks for any help!!!
