bolt on motor mount loose?

I just noticed that the bolt on the front motor mount of my 94 Camry i4 looks loose. Check out the picture below. The engine was replaced in this car right before I got it, do you think the mechanic just forgot to tighten it or something? Should I tighten it down against the mount?

sometimes they don't get tourqed down enough and end up vibrating loose

I tightened it down pretty hard and it looks like it went flush. I'll have to keep an eye on it and make sure it doesn't vibrate loose.
