It only covers up to 96, but removal and installation of the steering rack is pretty much the same on a 98.

anything different I should know about? How long does it take, I'm somewhat experienced? Can I do without the tie rod end puller tool? Can I just rent one?

Nothing that I can think of.

No idea. I've never replaced one on a Camry.

You need the puller.

And yes you can rent one from a autoparts store. I know Autozone and Kragens rents out tools.

heres a trick a friend of mine tought me... instead of using the puller, hit the wheel hub (not the tie rod end) with a big hammer, hit it really hard. this will release the tension in the tie rod end. then it will pop out. it really works. i did it on a 92 es300. same shit as the camry...

the steering rack removal is exactly the same as a gen 3.... its all the same parts.
