But the correct answer is yes they work. Until 5 microseconds later when the o2 sensor sees the engine is running rich, at which point it doesn't work anymore.

They don't do shit.

so it would be more cost effective to supercharge the car then to install a chip thats gonna add 10hp

Yes, you need fuel management after you got enough mods on it so stock ECU can't handle. At that time you'll also need bigger fuel pump and injectors to keep the engine healthy.
Those eBay chip keep the engine running rich or lean if they got it wrong. The engine should run lean at light load and rich at heavy load.
There's no management without tuning. Also everyone got different mods so the tuning is different too.
Turbo is more cost effective then SC for high HP.
