California Emissions Car (2 Oxygen Sensors)

I have a camry with 2 O2 sensors (california emissions) and need to swap the engine. My question is. How can I make this car just a regular ol' camry? (i.e. one O2 sensor). Is it as simple as changing the manifold and not connecting the O2 sensor that was supposed to go before the catalytic converter in the manifold? The Haynes book says when the oxygen sensor stops responding then the computer uses a default fuel to air ratio at all times.

You could plug the other O2 sensor hole with a bolt.

You will need the ECU that goes along with the 1 sensor engine.
