It doesn't matter. TDC is TDC, doesn't matter if its TDC on compression or exhaust stroke. The engine will figure it out when you fire it up.
So just turn the crank pulley clockwise till the notch on it lines up with the "0" mark on lower timing belt cover.
After you get the belt installed you'll need to rotate the crank 2 full turns (720 degrees), to check the crank and cam alignment.
This is because the cams rotate at half the speed of the crank. 360 degrees of crank rotation = 180 degrees of cam rotation.
Since its a 4 stroke engine its take 720 degrees for a complete cycle (compression and exhaust). 720 degrees of crank rotation = 360 degrees of cam rotation.
