idles up and down

after replacing my 3sfe engine with a nippon jdm 3sfe engine my idle goes up and down rythmic i tested the isc with meter and got an 18 ohm reading between +b and isc1 and isc2 terminals the book says 16 to 17 ohms does one ohm really mean a bad isc valve otherwise the engine runs great 88 camry electronic tranny i used the old thottle body because a few things were different like the tps and the isc plugs on the wiring harness in other words i didn't have the ends off of the wiring harness from japan or i would have used the newer throttle body that came with the engine sdkvbvingbjnv.

the engine is very strong and starts right up but never on the first crank no matter if you crank for two seconds or five but on the second crank it fires right up . also i used throttle body cleaner on the isc valve with no change. theres no carbon build up that i can see it's really clean. on cold days the engine fast idles like normal but as soon as it warms up the rythmic up and down up and down in park or neutral, in drive acceleration is fine but when coasting you can feel the engine jerking you back and forth and especially when braking the pulsing speeds up . but once you come to a full stop the idle is normal.
