Question 4afe timing mark

I have replaced the timing belt on a 90 Corolla. There is no mark on the lower gear to align with the mark on the oil pan. Can anyone tell me how to make sure I have the alignment straight? The top gear is aligned with the mark on the head, and the locking pin on the lower gear is at the 12 oclock position.

The mark should be on the lip of the pully.

I have checked the marks. There are no marks on the pulley. The manual says to align the marks to 0 on the no 1 cover. This is not close to where the mark is now. It aligns exactly with the arrow on the no 1 cover.

Any ideas?
