How to properly adjust Drive Belt tension ?

I recently had my car at the dealer and mentioned that my A/C compressor would often "chirp" when the trans upshifted under acceleration (big rpm change). They said it was probably a belt adjustment. I got the car back and the chirp noise is gone, but now I hear what sounds like bearing grinding noise under the same hard acceleration conditions. I checked the serpentine belt (drive belt) and it appears to be VERY tight to me. I'm wondering if maybe it's now too tight.

What is the procedure to properly set the drive tension on 2000 Camry 4 cylinder ?
Do you measure deflection ? and if so how much is correct ?
Does anyone have the Haynes Manual indicating the procedure ?

Help ! I don't want to burn out any accesories or bearings.

Thanks in Advance.
