Does Toyota cover TSBs on cars out of warranty? Or is it that it has to get approval? I have a 98 Camry LE with 104k miles and I am under the impression that the cause of the CEL light is under warranty, but I have other TSB issues.

Depends on the dealer. Most will, some won't. If it's a busy repair bay, they probably won't. Toyota re-imburses them for parts, but no labor.

What's the issue<s>?

The loose center vent TSB, the gas door TSB, the Check Engine Light (but this is a warranty thing 14/150k I think), the front end groans over bumps TSB.

I'd like to have it repaired, but I'm pretty sure the dealer will just say that it is all due to 104,000 miles, even though the car is in excellent shape.

The car is great. It's got all options from leather to keyless/remote start. Just little issues like those are annoying.
