Weak horn voltage?

I replaced the low note horn on my 99 Camry 4 cyl. To my surprised, it was not any louder than the orig. So I temporarily tested the new horn (called higway blaster 132 db) by directly connecting it to the battery post. It was pretty loud. So I guess the voltage from the horn wires is a lot lower. I may need to get a horn relay and do some direct wiring to get max output.

This kinda made me think about the output of my headlights. Would it be a lot brighter if I rig a relay that has a direct connect to the battery?
