Question '99 Camry smog 'port' fail?

Hello! First time posting here and I've got a problem smogging my car to renew DMV. The smog guy said when they plugged in their computer to run the test they weren't able to communicate with the car. The dealer want's $160 JUST to diagnose it and we won't even know if it's covered under warrenty. Anyone know a solution for this or if I can do-it-myself?

The port/plug is underneath the drivers side dash.

Some autoparts stores will hookup a scanner to your car for free. So you can try that and see if their scanner will communicate with your car.
