timing belt question

hey if u guys havent seen my other post about a month ago my car ate shit on hte highway. and i wasnt really sure what happened. i just found out how to checkk the check eninge codes and im planning on do that this weekend. but im assuming the timing belt broke. which leads me to question one
1) are the valves on a 93 i4 0 tolerance?
2) i read another post where a guy had to drop like 400 maybe 500 worth of parts( belt, water pump, a few seals etc.) is that just to save a headache down the road or absolutly nessary.
3) if anyone has changed a timing belt b4 roughly how much time am i looking at ?

1. 5S-FE is a non-interference engine. So no damage to the internals of the engine if the timing belt breaks.

2. Preventive maintainence.

3. However long it takes you to change it.
