transmission help

hi i have 2000 camry LE I4 is automatic.
my questions is when i drive my car and when the RPM is like almost to 3 but it won't shift. i have to let go the gas pedal so it can shift. is that norm and if i keep let go my gas pedal to shift will that bad for my transmissionl?

when is red light, did any of you guys shift to "N" and wait for green light? and if i shift to "N" and will that be bad for my transmission? by the way my camry is auto transmission.

it depends how hard you are on the throttle if you'r on it hard the car won't shift because it thinks you want to go faster.... and i sometimes throw it in N at a long red light.. or if i'm coasting down a big hill
