car bouncy at low speeds

When I accelerate or slow down at the 0-40mph range, the car is really bouncy sometimes. Other times it is fine. I don't think the road is the problem because it happens on flat roads too. I don't think it's the struts either because it did this before and after strut replacements. I also had new rotors and brakes put in and the problem is still there. When I drive at these low speeds and open the window, I hear like I'm driving on a flat because it makes that rubbery noise the tire makes when it has a flat. I don't have a flat though! What could be the problem?

125 front wheel horsepower with major retard issues between 4500-5200RPM -
OD switched off, even when not in 3rd results in major power loss/rpm drop.

There's mainly 2 reasons for a bouncy ride:

1. Cut Springs.
2. Bad Struts.

What kind of struts do you have on the car?

does it make a clunking sound when you turn the wheel? i had that shit happen and the spring was poping out of the cup.

I have stock springs, no cutting at all. The two front struts didn't get replaced. Only the back ones got replaced and I think they are called Gabriels. It doesn't make a clunking noise.

Check your tires for out of round or thrown/broken belt.

Check your tires. I had a similar experience with my Trooper, two of the tires had a lump and when I would be going slow it woiuld feel really funny.
