The valve cover is aluminum. Aluminum oxidizes, thats what that white powder residue is.
You can clean it. If its really bad, you'll have to wirebrush or sand it off.

Also I purchased some used Bosal headers a little while back and no rain or snow got on them but the moisture must have caused them to rust anyways.

Rust is not good. It'll only get worst and eventually eat through.
If the rust is not to bad, you can remove it. Then think about having it ceramic coated.
