Please Help!!! p1135 Engine code

Well hey guys. I recently got a check engine code p1135. I looked it up and it said Air-Fuel Sensor Heater Circuit Response. So I checked the continuity to the first o2 sensor and it showed that it was broke. I checked the second o2 by the cat and it was fine so i left it alone. so i replaced the o2 sensor and reset the computer and shortly after the car has been on i get the same code again. What do i do???

Yea i used a universal o2 sensor. but i checked the continuity in between the the two heaters wires (3, 4) on the harness and it had continuity. so that means the connections are good in the heater wires, so there shouldnt be a reason why it still displays p1135. i noticed that there is very low continuity in the heater wires that go to ECU.

for those of you who have installed universal o2 sensors, can you tell me if i hooked it up right. i put the two black heater wire from the original harness to the two white wires off of the universal bosch one . then i hooked up the original blue to the black on the universal and the white to the gray. does this look right? i went by the type B o2 sensor on the diagram

actually when i went to autozone i bought the OEM spec where u don't have to splice and it was by Bosch and i haven't had any problems (plus looking at the new one, it looks alot nice and seems like it would function better just by the design...
