I've been driving my friend's 1997 V6 Camry LE, and the left turn signal blinks about twice as fast as the right one. At least, it appears this way from the visual indicator and clicking sound in the cabin -- I haven't actually gone outside the car to check if the turn signal itself behaves the same way. I can check if it makes a difference.
Anyway, does anyone have a quick idea as to what could be causing this? Bad relay maybe?
Check the indicator bulbs on the left side and you should find that at least one is not working. The indicators blink faster to tell you there is a problem.

my 1990 toyota hiace van has the blinker problem..its been like that for over 6 months..
the right blinker blinks fast but the left blinks normal speed...i've checked the right blinkers and they blink. the bulbs aren't dead. i did changed all the indicator bulbs back then...but didn't fix the problem. what could cause it then?
The other problem (rapidly flashing turn signals) is caused by poor electrical contact between the front turn signal bulb and its socket, if the bulb still functions as you indicate.
Remove the bulb from the socket, use a rough rag to wipe off the bulb's contacts and a pencil eraser to gently clean the socket terminals. To get to the bulb, see your owner's manual. This will work temporarily; based on my experience in a 97 Camry with the same turn signals, the problem will return eventually.
You may also want to gently pull up the socket terminals with a pair of tweezers to ensure firmer contact between the bulb and socket.
One of the bulbs are out OR about to be out. Just because it's working doesn't mean it's not faulty. Take a new bulb and go around and keep switching amongst the bulbs until you find the faulty one.
Not so. It happenned to our 2 98's, and all bulbs were working. Changing the bulbs fixed it.
Some bulbs have two wires. one for braking, and other when you turn the lights on. If one of those wires are out, it'll blink fast. So it is a warning that a part of the bulb ain't working right too.

This might be my situation. I checked all the bulbs and they all appear to be working. Maybe I'll try replacing them anyway and see if that fixes the problem.
the RC constant (resistor capacitor (spelling??)) has changed somehow, thus giving you a fast flash. Had it on my Gen4. However, if all are working, i'm outta ideas for now, but the fast flashing is the change in RC constant.
In blown globes cases, one globe blows, the "R", resistance changes...
