Vibration in steering wheel at high speeds

When im on the highway and i hit the brakes to slow down, my steering wheel vibrates uncontrollably. What the fuck is causing this shit. Could it be that my rotors are warped? What do you guys think?

What he said ^. If its only when you hit the brakes, then its warped rotors. If its all the time at high speeds then its tire ballance.
