99 Fuel Door

I'm having a problem with the fuel door on my 99 Camry. The latch is working fine, but whatever is used to pop the door open, is broken. Basically it's a two person operation to open the door. Someone has to pull the lever inside the car while the other manually pops the door. When I looked inside the fuel door, I notice there is a small black piece attached to the hinge and door that appears to have a portion broken off. Has anybody experienced this before and how involved is the repair?
