Is this normal?

I just had my millen intake installed and when I turn off the ignition a hissing sound comes from under the hood for like 2 3 seconds,this never happened before with the stock intake.

You only hear it for a couple seconds? If so, then there might something wrong.

If that hissing sound is constantly there then it should be fine. Actually, it should be a sucking sound.

Yea, I get that same sound when the car is on and when the car is off....
Its from the air filter sucking in the air

The sound is also more noticable (like it is when engine is just turned off) when the car is in Neutral.
