Dealership & TSB

I have an 03 camry. The steering wheel has had a sqweal in every time I turn ever since I got the vehicle. I found a TSB adrressing the problem. I would like help understanding the tsb.

under applicable vehicles the list Line 1 XXXXXXXXXXXXXXXX
Line 2 YYYYYYYYYYYYYYYYY (actual vin numbers)

Neither of these vins are mine but my vin is in between the 2 numbers. I would like to know if these 2 numbers are a range? Because the delearship is telling me that since my VIN is not listed I would have to pay. Even though my car is not 3years old yet and is not only has 19000 miles on. Your help advice comments knowledge is greatly appreciated

Of course it is. Just ask the idiot if he thinks that Toyota wrote the TSB for just two cars.

On the serious side, it wouldn't matter if your car was listed, or even if there was no TSB written. It is clearly a bumper to bumper warranty problem. I can't beleive that they would choose to fight over a dime worth of grease and the five minutes it would take to fix this simple problem.

Update. I just paid it. it was only 42$ and I didnt have the time to sit and argue with them. at least the sqeel is gone. thanks for the help
