Unhappy Paint help

My car is great and I love it. I think I have fixed the leak, and struts are next (Probably). My one big gripe with it is that, like many grandma cars it never saw a real wax job. Zes, it was run through the car wash and got that kind of wax, but it was never waxed with a decent, Meguires, etc. wax. Thus, the car's bumper and hood are in bad shape. The bumper has visible white stains from clearcoat degrading, and is very faded (Almost to a silver instead of gold) The metallic on the hood has become uneven, like what you get from a cheap spraycan when you put too much on. Without spending any real money, is there a way to get these things looking a little better?

Get a buffer = $20 at wally world
Polsih = $5 and buff the car
then wax a few times
