squeaky steering wheel - what's the problem?

Here's the situation. I have a 2000 Camry XLE.

For the last while, my steering wheel has been making squeaky noises. It's primarily when I'm just starting up my car, ranging in high to low pitch. I didn't think muh of it during the winter, since past car experience has told me that it sometimes is due to the cold, but it's still doing it now in warmer temperatures.

At first, me and my dad speculated that the power steering fluid was low (he had a similar problem with his van), but the level was fine when we checked it.

Anyone have a similar problem? any idea what it can be indicating?
