I live in the Northeast and I would do it once a year just because it's really humid here and brake fluid is hygroscopic (I think that's the term..) and it absorbs water. Water in brake fluid corrodes metal brake parts...
it also has something to do with water boiling...
If I lived in AZ or somewhere dry I'd do it twice a year. make sure you use the recommended rating. DOT4+ or something I think?

I think it's a good time to do it!
Remember if you do it yourself you have to bleed the brakes properly you don't want air in the braking system!
