99 camry OBII Problem

Hi, Im having a problem with my onboard computer. When the pollution people go to plug in the OBDII scanner to check for codes it doesnt power up. I have been to a mechanic and he said im not recieving power to my OBDII port. The check engine light isnt on or anything but i would appreciate if anyone knows how this system works to give me a suggestion on what to check or what to do to fix this problem. If anyone has a diagram of how this system works or knows what the problem is and how to fix it i would greatly appreciate the help. thanks, in advance for the help.
