problem with rear brakes- help!

Something is wrong with my rear brakes- they are locking up when i lightly brake going about 5 or 10 mph. I took the rear tires off yesterday to paint my drums- which I did. I let everything dry then reinstalled the tires. I torqued them to 85 ft lbs because thats what my cousin told me- a dumb move. Then I saw my hanes manual and it said 76 ft lbs- so I loosened them up and torqued them to 76. Then I went to go for a drive and this happened- wtf is wrong with my brakes? thanks.

edit: I just went out, took the wheels off, hit the drum with a hammer a few times- it seems to have freed up a bit, but after putting the wheels back on the car does the same thing. The left drum spins freely but the right seems catch a snag at one point of spinning a full circle. they are locking up very badly- I will be barely moving, brake moderately and they just lock right the hell up. anyone have any ideas? I need to get to work monday! thanks

edit #2: The guy at murray's auto said that I probably have bad adjusters in the drums. He said it wasnt a part they could get a hold of... so maybe I can only get it from the dealer. Im lost, I dont know what Im going to do to get this fixed. I hear drum brakes are horrible to work on.

125 front wheel horsepower with major retard issues between 4500-5200RPM -
OD switched off, even when not in 3rd results in major power loss/rpm drop.

edit: oh you mean junkyard right? Im not even sure what i need yet, i guess im gonna have to take it apart tomorrow... man I just need this to work, my rims will be in soon and im gonna cry if i cant put them on.

Check the hand brake cable system to make sure it's not sticking. You may have to take the drums off to see if you got paint in the brakes. If all looks good, it may be a faulty proportioning valve.
