well...

I have a '99 Camry 4-cyl. I haven't looked from under the car, but it should come out just to the passenger side of the middle near the firewall.

I'm not positive on the location from the outside, but I found it from the inside when my drain tube got plugged. If you want to locate it from the inside it's under the carpet on the front passenger side.

To access it I pulled out a plastic panel or two (sorry it's been about 18 months) from under the dash (below the glove compartment) on the passenger side (they just popped out when tugged, no screws). I then pulled back the carpeting and found the drain tube on the left side of the passenger foot-well. To unplug it I pulled the tube back through the whole and used a wire to push up inside and remove the blockage (stupid spiders' nest). Water started to pour out right away.

I shoved the tube back into the hole, put the carpet back in place, snapped the plastic pannels back where they came from and viola! I was done in under 5 minutes.

Dunno if you have a blocked tube, but at the very least you can access it the way I did.

Hope it helps.
