The reason its dragging is because most likely, one of the clips holding it up broke. It happened to me in my old Corolla. Clip fell off on the freeway and it started draggin... it was real' loud too, so it scared the crap outta me... pulled off the freeway and into a gas station where I just duct-taped it until I was able to get a clip. Haha! Just get a new clip and put it back up. Or like JetspeedCamry said, just take it off completely.

Glaring blue HID bulbs are NOT classy, and don't make your car look nice, no matter what that kid in the Civic told you.
Mmm..possibly, if you tested in a wind tunnel, you might get a slightly better coefficient, but it's neglagable on the road, you wouldn't notice it at all. It's more to protect the engine/tranny from stones etc.

its quite noticible at higher speeds, also a loss in gas mileage(1-2 mpg), and also a cooling performance loss.
its made to give air a proper route to circulate in/around, also helps iwth aerodynamics which in turn helps with everything else from handling to mileage.
if it was to protect then engine and tranny THATS wher eit would be, no at the front in the cooling area to direct the air
you should make one up for ya veilside style front bar.

toysrme did a write up on how you can make a new peice. for the bolt/clip junk yard will prolly be your best just pay the $1 to get in and pocket it or else toyota.

It will not affect the aerodynamics of the car as it is just the protective cover that goes under the frame that is below the radiator
I disagree, the 'floaty' feeling you get at higher speeds is from the having poor aerodynamic flow under the front of the car. the front of your car starts to actually lift slightly at high speeds.
If you don't speed much, don't worry about it. When I drive I-78 in Jersey, I thank myself for even having the stock cover. I'm soon going to fiberglass a new more efficient one.

dont forget that you now have poorer fuel mileage and less coolin gpower from your radiator without it
