little RUST spot just showed up.anybody help with treatments?????

hi GUYS,have a quick question,i recently bought a 92 camry le.all white,real good shape inside and out.the only thing i see that alarmed me is some rust on the rear drivers side wheel well.
looks not too bad,but it does look like it was treated and sprayed before.im a little concerned
the car is white,so its sort of noticeable.im wondering if any of you guys know what to do to take care of this.clean it up and psosibly stop it from spreading,any treatments or rituals you guys know of??help me out,thanxxxxxxxxxxx

if it is a small patch like a few mm, then buy some superfine sand paper and just scrape off the rust.
use touch up paint.

if it is larger than a quarter, i would see a professional body shop
