The one easiest way to tell is to look at the panel where the power mirror switch is and find the "toyota security", which has a led on it. If you car does have that, chances are that you do have an alarm. But to be sure, you have to find the "brain unit" of alarm also known as the ECU. The brain unit is normally located under the driver's seat or behind the mirror control switch panel. For year 1999 LE, the alarm or keyless entry comes as an option, I believe(correct me if I am wrong), either a dealer add on option, or a factory option.
Your second question, the "security" symbol in the tachometer might or might not be there, also depending if it is a factory installed or dealer installed. Usually, a factory installed security system will show on the tachometer. But dealer installed, might just be the LED "toyota Security' thing that I was talking about earlier.
Either way, you can give your local toyota dealer a call and ask them if you car have the keyless or alarm system installed. Be perpared to give them your VIN number when they ask. They have a database of the VIN and they can tell you if you indeed have a toyota security system or keyless installed.
All the information mentioned above only applies to toyota security system only. If it is an aftermarket alarm/keyless I don't have any way of telling if you do not have the FOB when you bought the car. Good luck and try taking good care of your toyota regardless if it has the system or not. Toyota cars are good cars!
