Revs Per Mile

How can two tires of the same size, 245/75/r16 a huge diffrence in revs per mile?
Yokohama Geolander AT/S 245/75/r16 674 rpm at diam. 30.7

Specs such as revs per mile are provided from each tire manufacturer and may have a slight variance when compared side by side. The data may be collected in a lab or based from data taken from previous testing expereience. I would think other factors such as wheel width could also have a minor effect but it is not usually enough to make a dramatic difference.
