I've just noticed that I'm getting a ton of tiny hairline cracks close to the rim. I've only got about 30,000 miles on them and there's plenty of tread. Is this just normal wear and tear?

They are caused by a combination of environmental factors and age. These cracks will only be a millimeter or so deep. There are structural problems with a tire that can cause cracks in the rim area. These cracks will deep looking and spread open.
