4th Generation Tweeter Problem

Recently replaced OE tweeters (front, opposite mirrors) on 99 camry. I have been getting some static from the replacements under moderate to high volume. Tweeters are rated for 100w (max). Stereo is pushing out 18Wx4 (Clarion DXZ555). No amp. Connections are solid and I assume correct. Tweeters came with small black boxes with speaker wire coming out of each end (one side input, one side output). These were not installed and I don't know what they are (yes newb). Would appreciate any opinions before I assume that what I bought are POS (Lanzar) and rip them out.

Just found a post that indicates that the gen 4 camrys do not have crossovers but rather capacitors attached to the tweeters. My niave assumption would be that a cross over would seperate the high/low signals and send them to the appropriate speaker/tweeter. Without this, toyota simply limited the ability of the tweeter to receive low signals with the capacitor? If this is correct, without the capacitor and a crossover, could full signal be sent to the tweeter causing distortion? Am I even close?

How small are these black boxes? Can you open them and see electronic compnents inside? If so, those are probably crossovers. Yes, you need to x-over your speakers unless you want them to recieve a full range signal (which you do not). The provided crossover should cut the frequencies off at proper points and hopefully get rid of that static. As of right now, you're forcing the tweets to play frequencies they don't want to play.
