ebay would be an option too. just make sure you buy off a reputable seller, not someone with 10 or less feedback.

and I agree with corollacrazy, 400 is only gonna get you a used system. Good luck though.

Thats a bit vague...

A good system could range down low, but it could also go high, depending on whether you use new things used things or how far you go with it.

I can do a nice setup for 400 bucks and new(something better used)

Do you want this amp to power your front components also? What kind of music do you usually listen to? Are you more concerned with how loud it can get or how good it sounds?

Does that budget include wiring and a box?

i use pricegrabber.com to look up what the online stores offer for the speakers/amps. They're much lower than the retail prices. Sometimes even lower than ebay. And if u know some places that do price match, even better. Cardomain does price matching (110% discount).
