Could be a problem with grounding. I'd check the battery ground and also the ballast for the HIDs. If that doesn't solve the problem you could try adding a noise filter to each ballast. It's an unusual problem with a lot of potential culprits, but those are a couple of ideas. Let us know what happens....

I had a brain fart about putting a noise filter on the ballasts. Instead, you could put one "upstream" to eliminate noise from the power source. Try this link:

I won't guarantee that it'll work, but perhaps worth a try. Again, HIDs causing interference is a problem with many potential causes. Let us know if you solve the problem.

Ever resolve this issue?
Check grounds. if you can, ground the balast case. Maybe even a ground sheild arround the balast's output cables.

On a side note, I bet the AM works fine.

The problem is only when the radio is on, which means the EMI generated by the balasts from the high voltage switching is getting picked up by the FM antenna.

Beside,s theres not enough EMI to to make the speakers generate anything noticable.
If it were near an RCA line it would be much more severe because the noise created in the RCA line would be amplified from the amplifier.
