It looks to me like this xB was stolen and parked right in front of my car.
I'm trying to find the owner of it.

You should probably call the police or sheriff's department to report an abandoned car. They can then look up the registration plate number to see if it's been reported as stolen.

Call the local police. You're just delaying the owner's recovery not reporting it.
