Toyota's website does NOT allow one to build a regular Tundra with either a V-8 or 4WD. Edmunds does allow one to configure such a truck. I have seen the new Tundra regular cab with a V-8. It even had 20''s on it and looked great. Was NOT a 4WD though. So who is right here? Toyota or Edmunds?
To answer my own question, right from one of the biggest dealers in the US:
The only engine available with the regular cab is the 4.0L V6. The V8's are only available in the double cab and the crew max Tundras. Also, the regular cabs only come with a 4x2 transmission, not the 4x4. The 20" wheels you asked about are only offered as part of a package on the Limited double and crew max cab trucks.
The regular cabs were designed to be just a straight forward truck...mainly for fleet and work purposes. That's why Toyota doesn't offer a lot of options for it. The double cab is the real template Toyota envisioned for the truck. Everything they designed and came up with for the truck was based off of that size vehicle. It's easier going up to the crew max to add options, naturally. But stepping down to a regular cab limits what Toyota can offer just because of size.

That is completely false! Toyota sells their vehicles based on your region. You might not be able to get a RC 4X4 5.7 in FLorida, but you can here...but only in Tundra grade, not limited or SR5 . Go on Toyota.com and puch in a different zip code, try 01001.
Thanks for the clarification. Don't agree with Toyota's philosophy however. I think the regular cab (about 35% of total light truck sales) shold be availabe with ALL of the options the extended cab offers. Limited, 4WD, 5.7L, 20" tires etc., etc.. Why not? A regular cab in the limited style with 20" tires and 4WD would be one awesome looking unit. IMHO as always.

Our parts delivery truck is a base, regular cab 4x4 with a 4.7 and a long bed.
I've seen this same truck with a 5.7 and a 4.0/ same cab and long bed
It all depends on where you are.
Many people don't realize how the gulf states work. You're dealers are NOT supplied by Toyota Motor Sales but by a different parent company who buys from TMS and sets up what they want and only orders what they feel they will sell. Everything(accessories) in your gulf states region is aftermarket to the rest of the country and vise versa.

I tried your zip and could NOT build a RC 4WD V-8.
Have you tried clearing your cookies? The website might still think you're from your old ZIP. I just tried building one and I was able to get a price quote for a RC 4WD 5.7 Tundra Grade.
Tried the St Louis area zip and it allowed for the build of a RC 5.7L 4X4 BUT with the LONG bed configuration. WHY is Toyota so hell bent on making this such a difficult, confusing, and most of all stupid process? Nobody else has so many restrictions regarding the selection process. Makes one wonder if they truly have "truck man" mentality. Seems to me it's more MBA stuff here. I would buy an 08' Tundra RC SHORT bed with a 5.7L 4X4 20" tires in a second. If I could find one.
I sent the following e-mail to Toyota Motors: Thanks for your venue so we consumers can get in touch with Toyota Motors. My question is DOES Toyota build a regular cab Tundra with 4WD, 5.7L V-8, and 20" factory tire/rim set up in the SHORT bed configuration in the US? I know you have different options in different regions of the US but in my 60416 zip code this selection is NOT available. Does Toyota produce the above mentioned Tundra truck in the US? I've got conflicting responses from 3 Toyota USA dealers on this subject. It’s very confusing to say the least. Thanks.
Good idea...you'll probably just get the run around, but who knows. Maybe somebody will put the time in to find your truck.
It's hard to believe Toyota tries to control the order process so much, but that's how they've been doing it for decades. Now that they're finally producing a real truck, they will probably need to change their practice. Truck buyers, unlike car buyers, often buy vehicles for a specific need. If you don't want to honor that, you lose business to one of the big three.
Ford and GM both make that truck all day long, and it doesn't matter where you live if you want to order one.
Well put. Thanks a lot for your input. And I totally agree. Toyota's "heavy handed" approach to selling these trucks is very odd and out dated for sure.
Thank you for contacting Toyota.
We appreciate your interest in the 2008 Tundra and apologize for the difficulty experienced in trying to find your vehicle of choice.
The 2008 Tundra Regular Cab is available as a 4X4 5.7L V8. However, the 20-inch alloy wheels with P275/55R20 tires is not available for this specific model.
