Did your camry not have power when it was cold last year? Or is it worse now like some thing is wrong or changed. I have a 89 v-6 and it loses power until it warms up but this is normal and mine has always done that. The transmission is setup to shift different also unitl the car warms up. Your car is working normal unless the power loss is more than it
was the last few winters....
