On bugs, for some reason strong cleaners like Goo Gone don't really do much sometimes. I get better results by just spraying on some quick detail spray and letting it soak a little, then rub and wipe off. If they still won't come off then you need to work it with some polish, not wax. Polish cleans, and wax protects. You need a polish to clean off the bugs. By hand, it might take some good rubbing to get 'em off.
Once your bumper is clean apply a good polymer or acrylic wax to protect the front. Then when bugs splatter on the front they will be a lot easier to wipe off.
