It looks like you have to add the hitch wire harness and a converter over and above what the Tow package installs
It appears you access the grommet the hitch wire bundle goes through and the connector by removing the rear left Deck Trim Box and the converter goes under the dash on a pre installed stud and connects to the plug that has also been pre installed as part of the Tow package.
As I won't be getting one until December, I am making these assumptions based on the instructions in the link above.

Does the 08 come with the trailer hitch receiver? My wife has an 05 with the wire harnest and trailer receiver. Should I take it off the 05 and install it on the 08? I can not tell from any to the pictures that are on Toyota's website.

No to the first question and I doubt if the 05 hitch will work on an 08
Links to Hitch and wiring bundle required to be added to the Tow Package option are below
I would assume you have to get the converter box and wiring harness from Toyota then? I just looked at the instructions and checked out my HL, everything is in place as the instructions say.
I don't necessarily want to use the standard converter and tie into the wires in back.

Would make things easier.
The big diff on the hitch is that the Toyota hitch fits up into the back bumper and the Molded lower fascia hides most of the hitch.
After market hitches install below the bumper and are more visable.
I was in the dealership yesterday and he quoted me $126 for the harness (which I am going to get instead of the wire splice option) and $500+ for the hitch! yikes! I will go with a valley or curt for $145 vice that.
Anyone have a picture of a factory hitch vice aftermarket? I know the aftermarkets ones drop below.
I also posted a question about an 08 HL and the "TO" option... this tow prep states it has
Towing Prep Package [9] -- includes 5000-lb. towing capacity, heavy-duty radiator with engine oil cooler, 200-watt fan coupling, transmission oil cooler with water cooler, 150-amp alternator and prewired harness
