2nd Generation Hardwiring in 08 Highlander (also, how to remove dash)

My dad has charged me with hard wiring his GPS into his 1 week old 08 Highlander. The fuses that Toyota now uses don't easily (or at all) allow for fuse-taps, so I was gonna splice into the cig lighter power line (I did it this way on my 07 Camry- same reason).

So, can any y'all tell me how to tap onto a new Toyota fuse?

OR, can any y'all tell me how to remove the center console area of the 08 Highlander. I can get part of the center console (the horizontal piece with the cup holders and opening for the gear shift) up from it's clips but I think it's blocked from lifting out by 2 other pieces (the pieces that are immediately to the left & right of the tiny cubby with the aux and power).

If you know how to do either of the above, please let me know.
