Highlander 09 fog light help

We recently bought after-market fog lights for our 2009 Highlander and I am having trouble installing them. The truck is "prewired" for fog lights and has the plug in points at the front. I plugged in the lights, turned on the ignition, and tried to turn the lights on by turning the nob for regular lights to the empty notch but nothing happened. The extra, unmarked, notch in the stalk I believe would normally turn on the fog lights. There is also a blue, 15 amp fuse for the fog lights and a icon for it on the dash. I suspect there is a simple relay that needs to be installed but the dealership cant help me, they say that the lights are only installed at the factory. We really need the lights installed soon but have no intention to get OEM lights for $420+labor when we got these better lights for a little more than $120. Any suggestions?

there is definitely more to the wiring then what you did. There is a large thread here you can reference for help with it. search under fog lamps and you will find it easily

So I checked out that forum however, it appears that the guy ran his own wiring but I would like to use the existing wiring. The kit came with a switch to mount as he did to the left of the steering wheel but I think I will still need a relay. And while I think I know where the relay goes (behind the dash) I don't know how I'm going to get to it. Any help is greatly appreciated.
