How to re-attach 3rd row seat belts?

I found my 3rd row seat belts unattached today on my 08 Hybrid Higlander. The dealer did the recall repair about a month ago. I'm assuming it was not properly re-attached at that time.

I cannot figure out were it goes.

Take a look in the Modifications & Maintenance sticky thread, sub-section General Modifications, and click on the "3rd row seatbelt removal instructions" link. In that link I describe how to get down to the area below the 3rd row seat. It's been a while and my memory is foggy about that area of the vehicle, but it may well allow you access to reattach your seatbelt. Check it out.

OK.
1. Open the rear hatch
2. Remove the rear jack cover(piece across the back)
3. Remove the piece behind that, the one that folds up with the rear seats. To do this, simply place a flat object between the plastic tray and the floor and twist, the secondary floor will pop up, if I remeber there are 4 snaps on it.
4. Once you do that, you will see a fabric looking thing, gently pry thr 3 holders off of the plastic tray where the fabric meets the tray.
5. You should be able to now see behind the seat, and should be able to see the seat belt ends.
6. Fish the seatbelt ends back through the "channel" type cutout in the seat, on the left and right sides.
7. Reattach the belts.

OR, you could take it back to the dealer and make then finish the job they didnt do in the first place! This would be my option, just on principle!
