Overriding code on a smart key

I have puchased on ebay a smart key for my 2009 Highlander and have been told by 2 Toyota dealers that a key programmed for another highlander cannot be reprogrammed for my vehicle. Is ther a way to override the original programm and reprogram for my vehicle. Where might such a service be available?

Doesn't sound right unless during the registration process something is changed in the key firmware.

Otherwise..

I total of 7 keys can be registered.
The key recieves signals from the transponder and returns the key ID code.

If you bought a new unregistered key you should be able to get it added.

If you bought a previously used key and Toyota has some logic that adds vehicle specific info to the key during the registration process you are out of luck

I bought a used HL smart key on ebay; however, the dealer also told me that keys cannot be reprogrammed for another vehicle. Dealers say they cannot do things (that they really can do) all the time, so I am very weary of believing them. There are all kinds of people (and 'companies') selling used Toyota SKS fobs online--- if it is not possible to reprogram them, then why on earth is there a market for these used fobs? I need some concrete evidence either way on whether used fobs can be reprogrammed to another vehicle. Any help would be appreciated!
