Brought my 2008 Highlander Sport AWD for 5k oil change/rotate, etc.
Spoke to the service adviser about the recalls and the answers were:
1. 9915M2 Accelerator Pedal Modification Inspect Front Carpet And Floor Mat was installed. The service adviser indicated that this referenced as "90L Recall" and that it was the same as the others that have been done INCLUDING the re-flash of the system to add the brake fail safe feature. The number on the paperwork was shown as 401 W93 0.80. They did reshape the bottom of the gas pedal as well. I assume that the 0.80 is the time needed to do the job as he quoted me 1.5 hours or so including the oil change, etc.
I did test this on the way home and it does work the way he said it would. Specifically if you are stepping on the gas pedal (simulating a stuck pedal) and you press on the brake, then fuel is shut off to the system, allowing you to brake. If you release the brake and continue to press on the pedal then you continue on.
2. Asked whether Toyota is recalling the Highlander to change the oil line related issue, where the rubber cracks, leaking oil and causing havoc. He indicated that the dealership had not heard as of yet; however, the service adviser indicated that it may happen. Stay tuned and continue to ask your dealer and express your concern. The more, then perhaps the faster it will occur.

We just took our car (08 HL Sport 2WD) in Friday and it took about 2.5 hours to get the oil line replaced and the acceleration pedal recall bits done. I didn't realize it was a pedal issue - I just thought it was the mat and ours didn't match the recalled ones.
The oil line recall is listed under my VIN number on the Toyota owners web site. Our local dealer (Brandon, FL) knew about it. Nonetheless, when she entered our VIN number into her computer to bring up all recalls for our vehicle, it came up anyway, so you may want to make call your dealer back. I called Toyota Dealer this morning about recall and fail-safe re-flash they said my 2008 CDN HL has it already, all CDN HL's do! I said great, I'll try it out and get back to you about cutting the accelerator pedal fix.
They say it kicks in at between 60-80 Km/hr so I tried it 3 times! Full throttle and full brake...... Guess what? It almost works! The first time it produced a general reduction in rpm from 5k, full throttle to about 3k, but it continued to apply power and Rpms climbed to back 4K and we were still trying to drive on!
Thought I did something wrong so tried it twice more and guess what? It never totally reduced the engine speed or power to idle! It continued to still apply power at 3-4K and I finally gave up as the brakes were burning and smelled terrible!
What a piece of crap! My 5-1" wife sure couldn't manage what I just did! Good thing I don't think its too likely that I/she will ever need it!
Called Toyota Customer service Canada and opened a case....We can't even get to technical Rep. Wanted to know how it was supposed to operate, No luck.
They will/may get back to me in 7-10 days!
You American guys should try it out and report back as what it actually does!
Maybe we are being had!!!!!!!!!!!!!!! again by Toyota, don't see any new image concern or anything else!

I have the '09 Highlander Ltd and I received a recall notice. When I called the service department and said that my salesman told me that mine was not affected by the acceleration problem he said that the recall was to install what you refer to as the "fail-safe re-flash". He went on to say that is strictly voluntary. He also said an older gentleman had come in earlier in the week and because he uses both feet when driving, declined to have the feature installed.

Good day AXMACD. I called Toyota Customer Service as mtc46jw suggested and they advised me that my HL DOES have the Brake Overide system. When I asked about the recall notice, he said that when I bring the HL in, they will do a 'Reshape' of the accelerator pedal. Not sure exactly what that means but I guess I'll find out this Thursday when I bring it in. It still seems to me that not all Toyota personnel are on the same page when it comes to this matter!

I had the oil line fix yesterday. There was also the gas pedal campaign on my records. As the WeatherTech floor liners do not have a interference problem I declined this campaign.
Here is one picture of what your gas pedal may look like after they grind the hell out of it. This is one picture one owner posted after their dealer did the deed. Can any member on the forum that had this done confirm this is not an isolated picture of the result?

I have not had the pedal recall done but that picture is similar to what a Service Adviser showed me on another vehicle... I will not allow a "Pedal by Bubba" job on mine.... Toyota can replace it with a new, improved, redesigned, non-SUA pedal at their expense... Since I do not use, or even own, any other floor mats than the standard carpet mats it is a non-issue to me.
That is what my modified pedal looks like. I elected to have it done to prevent any buyer anxiety when I sell the car. In some people's mind if the recall isn't done, it may not be safe...

You guys definitely got screwed. I had the recall done on my '08 HL LTD in Canada, and they replaced the gas pedal with a shorter one. They did not just grind it down, as seen in summer's pic.
With a shorter pedal I assume you will be able to press it down further. I wonder if this will allow the vehicle to approach Light Speed?

I brought mine in today for the recall and mentioned your comment above. I was advised that there is no such thing as a shorter one. They don't make one. All they do is grind them down, without exception. He showed me photos of the before and after and mentioned that it is voluntary. I went ahead with it anyway. The work order showed, CONDITION:Toyota Safety Improvement. CAUSE:As per Toyota Canada. CORRECTION:Cut the accelerator pedal. Code 01 .8 (hours). What can I say?
