Question

Why don't Highlander owners ever turn on their rear fog lights? I drive with my on constantly, irrelevant of inclement weather.

cause we don't have rear fog lights? not all highlander are treated equal. I have the 08 HiHy Limited and don't have rear fogs.

the "fog light" location is where the rear reflectors are. There are no reflectors in the main rear light assemblies. By law,, a vehicle must be equipped with a rear reflector. Would the police notice them missing? I doubt it. Would the mechanic notice their absence during a safety inspection? I doubt it. If you were broken-down on the side of a dark road with no battery power, would you wish you still had them?...

I always thought it was just reflectors, I didn't know you could actually turn it on
Or do they come on automatically when you turn on the front fog lights?

A) I have a reflective triangle for all our vehicles that if the above scenario happened I would place down the street vs. waiting for the vehicle to be on top of me before seeing the small reflectors.

B) The scenario above is less likely than someone being able to see me more readily in low visibility scenarios such as night driving, inclement weather (rain, fog, etc), I'm willing to take my chances of being stuck on the side of the road with no battery power vs. the aforementioned increased visibility in daily situations.

It was one of my mods to the vehicle, not factory (but it should be)

If it's visibility you are after, I don't know if Red would be an ideal colour. That is one reason the rear turn signals are amber! I would think that in a fog, red would be one of the least visible colours. As shown in your photo, they are surely okay for regular weather and maybe rain. Can't provide scientific proof. Just my thoughts.

You'll probably find that the law will stipulate that any rearward facing lights must be red with the exception of the reverse, indicator and licence plate illumination lights.

The Chinese models have a rear fog light fitted as well as the reflectors (http://car.autohome.com.cn/photo/5284/15/296860.html)

Good point. Will have to look into that more. I think JMSinMD did a great job and looking at the photo, the new lights do seem to be brighter than the regular tail lights. I noticed a few Hyundai models had red rear daytime running lights a few years ago. Not sure if they still do.
