seatbelt lockup

Problem -passenger side seat belt on 2008 HL sport locks up, like when you brake, but then won't release and provide any slack until it is unbuckled and retracted. Dealer has twice replaced the passenger side seat belt assembly for this problem, but it still happens. Has anyone else had this problem and if so, how was it resolved?

I have had this issue in the passenger seat, but the bigger problem is the seatbelt in the middle row behind the front passenger seat where my sons booster seat is. Same problem...I have to retract it fully and pull it out again when it happens. A real pain in the ass. If there is a solution, I would love to hear/see it.
