the 2011 fog light is a 2504 type bulb. This appears to be a brand new type or rarely use bulb, so I know very little about it. Other threads on this forum have found it to be a weird wattage like possibly 28 watts. All the reputable hid makers I know are not producing a 2504 HID kit yet. As to how to replace the actual bulb, given the 2011 is a revised generation I bet the replacement procedurte is different than my 2008. The Toyota manual should tell you how to get access to it (mine did).

My 2011 manual calls for a 24 W bulb type E and the bulb number is not listed. Type "E" is listed as PSX26W (P.566).
On P. 489 to replace the bulb.. unplug the connector while depressing the lock release.. and turn the bulb counter clockwise..

I too have a 2011 Highlander and I am in the process of installing the fog lights to HID once I get this week. I brought H16 HID kit with relay harness. You'll need that relay harness for the low-beam light too, if your planning to convert it to HID. I'll let you know sometime next week if that kit work or not.

you don't need a relay harness for just fogs or low beams. I have my fogs running off stock wiring (35watt hid vs 55 watt oem) and I have two additional projectors behind the grill running off the original headlight power line (35 watt HID). My 55 watt HID headlights came with a wire harness due to the fact they are bixenon and required it to power the electromagnet in the bulb, but stock wiring can handle a 55 watt hid kit on its own. No wireharness needed

Well i have try it without the relay harness and my hid 35watt from philips didnt work. So i decided to get a relay harness and install it and my hid kit work. My hid ballast have a built-in canbus to avoid error code, shock, flicking, and other short circuit protection. So im not sure what brand you got for your headlights but that good that yours dont need a relay harnesses.
thats strange that a 35 watt wouldn't ignite on stock wiring. I ordered from DDMTuning and my ballasts do not have all those extra protection stuff, just a basic ballast, that might be it.

H16 would be the same as 5202 meaning that you would need to get a 5202 HID kit.

Well I did get the h16 kit and it turn out it is NOT made for the 2011 highlander. The fog light for the 20112011 highlander is psx26, which have a 3 pong twist in with 2 pin coennector. The h16 kit is a push in clip type that i believe it only use for 2008-2010the highlander...

H16 is not used in 08-10 highlanders.

I'm not sure what kit you have but generally speaking we advise our customers that 5202 would require you to tap into your vehicle's headlight harness. The bulb should fit right in though.
