sorry if this is the wrong place to post this but this has been bugging me lately.
I bought my 2010 Highlander Hybrid Limited used and it has this switch to the right of the hood release (see pic). I haven't found anything related to this switch in the manual. I have flicked it on or off but I cant see what it does (i.e. no noticeable things inside). For all I know it could be flashing "Merry Christmas 1982" on the back or could be a rocket firing trigger switch for those frustrating Monday morning commutes.
The only thing that the Hihy has aftermarket is a remote starter (I cant see the remote starter having an off switch). It also has an OEM hitch. (trailer wiring on/off switch? (I dont think that is legal to have))
Does anybody have something similar? Any suggestions? Anyone familiar with wiring in the highlanders have a wiring scheme with wire colours. That could help.
Looks like an add on. Try to trace where the wire goes. I added a switch to power my GPS so I do not have to use the cigarette lighter plug and have wires dangling all over. My switch will likely confuse the next owner as well.
Its definitely an aftermarket switch. Does the remote starter still work with the switch off?
If could have been to an aftermarket accessory the previous owner removed when selling it and didn't want to go through the hassle of undoing all the wiring.
A trailer harness shouldn't have an off switch, that would be a weird thing to do, but its a possibility.
I would try and do what Ralph6410 said and trace the wires if you can. Does the + terminal of the battery have an extra wire coming off of it, as that would indicate that the switch is a wire-harness (or its powered off another 12 volt source, like a 12v power outlet).

could be the ejection seat button, have your mother in law sit in the passenger side and try to press it........kidding aside it could be a kill switch button? press it and turn on the ignition see if your motor will turn.
My guess is that you have an aftermarket DVD player and it is the switch that lets you play the sound through the car stereo.
It could also be the switch like Mad Maxx had in the Road Warrior
Honestly, I'd rig that switch up to an external loudspeaker that plays Wayne Newton's Danke Schoen at 195 decibels each time some jackass pulls in right next to me in a gas station blasting his hip hop music for half the planet to hear. Yep...that's works for me....

hybrid limited comes with fog lights already. so unless they put PIAA lamps or similar before and uninstalled them before sending car back to dealer. I dont think so.
I didnt have time yesterday to crawl in the footwell and take pics of wires but I'll post up anything I find.
I am hoping it is attached to some photon torpedo weaponry.
aftermarket remote start. any car i've owned with one had a switch in the same location.
